A licence from the starosta, licence extracts in vehicles, drivers' medical certificates, roadside inspections — Poland's requirements are above all document order. The system keeps it as a by-product.
Commercial passenger transport requires a licence issued by the county starosta — and note: a passenger car and a 7–9-seat van (the typical transfer vehicle) are two separate licences under art. 5b of the road transport act, issued for 2–50 years. Conditions include clean criminal records for the owner and drivers, valid medical and psychological certificates, and legal title to the vehicles. Importantly, the old financial-standing requirement (€9,000/€5,000) for these licences was repealed in 2019 — some guides still quote it wrongly.
Unlike taxis, a vehicle on a passenger-transport licence may not carry a taximeter, roof lamp or markings — and the driver must keep a licence extract in the vehicle and show it at a road transport inspection.
Driving without the required licence costs a PLN 12,000 fine and a ban on continuing the journey. In practice an inspection comes down to one thing: whether the vehicle's, driver's and ride's documents are complete and at hand.
