Dutch taxi compliance, carried by the system

The Kiwa permit, the driver card, and the BCT-to-CDT transition — the Netherlands is digitising enforcement. Keep your ride data in order and you drive calm.

Commercial passenger transport in the Netherlands requires a company taxi permit issued via Kiwa Register (with a KvK registration and conduct declaration), and per driver a chauffeurskaart: CBR exams, a recent conduct declaration and a medical certificate, valid five years. Vehicle, driver and back-office all fall under ILT inspections.

The biggest shift is digital: since July 2025 the Central Taxi Transport Database (CDT) is live. Through the transition period until 1 January 2028 the classic on-board computer (BCT) may still be used; after that it's CDT only — and with continuous, automatic delivery of ride data, no specific device is required any more. Ride and working-time registration becomes a software question.

For the pre-booked market — corporate rides and airport transfers — prices are free, provided the booking is demonstrably made in advance. A complete, timestamped booking history is therefore both the proof of the free price and the base for CDT delivery; registration failures carry fines around €1,800.
