Every driver needs a professional VTC card issued by the préfet, valid 5 years and renewed after 14 hours of continuing training. On the company side, the operator registers in the national REVTC register — valid 5 years, with financial standing of €1,500 per vehicle (waived for owned or long-leased vehicles).
The heart of the VTC regime is pre-booking. No street hails — including "electronic hailing" — and after each ride the vehicle returns to base or off-street parking, unless a documented next booking justifies staying out. Operating without registration carries heavy sanctions: up to 3 years' imprisonment and a €45,000 fine.
