Mietwagen operations under §49 PBefG mean bookings may only be received at the company's registered seat or the owner's residence — not on the street. After every ride the vehicle must return to base, unless a new order arrived before or during the trip; in large cities the authority may approve additional parking locations.
The law explicitly requires that receipt of every order be recorded "in books or electronically — including via an app-based system" and retained for one year. Add the operating licence (limited to five years, with a professional competence exam) and each driver's passenger-transport permit, also time-limited and tied to medical checks.
