TVDE under Law 45/2018, RNAAT on the tourism side, certificates and vehicle-age limits — transfers in Portugal live between regimes. What never changes: keep the records in order and you travel calm.
Platform-based transport in unmarked vehicles (TVDE) rests on Law 45/2018: the operator needs an IMT licence (first up to 10 years, renewals of 5), the driver a dedicated certificate — a 50-hour course, an exam, revalidation every 5 years — and the vehicle currently faces a 7-year age limit, with insurance covering passengers. A revision of the law was approved by parliament in July 2026 (vehicle age to 10 years, higher fines) but has not yet entered into force — check the current status before deciding.
On the tourism side, agencies and animation companies operate on an RNAAT registration, and the law allows transfers with own vehicles when receiving and assisting tourists — above 9 seats the transport-operator regime kicks in. The regulator itself acknowledges the borders between these regimes are fluid; the practical answer is documenting every service: booking origin, framework, vehicle, driver.
