UK private hire runs on three licences from the same authority — operator (up to five years), driver (up to three) and vehicle (annual) — issued by your local council, or by TfL in London. Operators pass a fit-and-proper test, and since 2022 an HMRC tax check accompanies renewals. PHV work is pre-booked only: plying for hire on the street or at ranks stays reserved to hackney carriages.
The heaviest daily duty is record-keeping. In London, every booking must be recorded before the journey starts — passenger, pickup time and place, destination, fare, driver and vehicle — and since July 2024 also who took the booking, who dispatched it, the driver's PH licence number and the vehicle's DVLA registration, kept for twelve months alongside a register of booking and dispatch staff with their DBS checks. Councils outside London impose similar duties under the 1976 Act.
Accepting bookings without an operator licence is a criminal offence — in London fines reach £2,500. In practice, the difference between a smooth inspection and a problem is whether your records exist as a complete, exportable history rather than a drawer of paper.
